The typical home value is about $147,000, down just over 40 percent from a year earlier, and the median list price has fallen more than 20 percent year over year. Even with lower prices, the average sale-to-list ratio has improved slightly to about 97 percent, indicating that final sale prices are edging closer to list levels. No recent sales closed above list price, underscoring buyers’ increased leverage.

Despite all these changes, the market gauge still categorizes Martinsburg as a seller’s market, reflecting underlying conditions over time. That said, the large increase in inventory and very long marketing times give buyers more room to negotiate, while pricing shifts and slower turnover create new decisions for potential sellers.
